Anyone using anemometers?

I want to use an anemometer to control a 12 vdc motor. Ideally the threshold for running the motor would be selectable without complex external interfaces, computer systems, soldering switches and things like that.
The scenario would be: wind speed reaches threshold, anemometer sends signal to momentary switch that runs motor in one direction. At limit, motors limit switch turns off power and awaits manual reset.
I'm trying to stay within a $200 budget for the anemometer but everything I come across is in the $500 and above range.
