Is there a layman's version of this 30 page document? what is the practical outcome? higher rates and by how much? -

Well I am not a customer of pg&e so it is hard for me to tell, the rate docs at the end are very confusing for the old rates, the new rates look much simpler. I suspect that it means more money for users of this rate.
If this is the case, it makes a stronger case for a grid tie, to offset those peak rates.
