Solar powered parking

I was over at Kerrytown Bookfest yesterday and ran across one of these near where we were setup. They're neat little things and I thought they were kinda interesting. While I was doing some digging for a picture of the meter, I found out that New York and LA also have these. It makes you wonder how many other cities will be getting these.

They are all over downtown Houston. Many/most are under trees, on the north side of tall buildings, etc. with little or no access to direct sunlight. What were they thinking?
