VFX3648 AC In Question

I'm in the process of assembling my system and today I ran the AC input to the VFX3648 today. I don't have my batteries or the PV panels connected yet. I turned on the breaker for the AC Input and expected to see the AC In LED light up, but it didn't. I double checked everything and I definitely have 120V on the AC In terminal block of the inverter. I check the ON/OFF jumper and it was installed. So my question is should I see the AC In LED light up if I don't have my batteries of PV panels connected yet?

    Nope, the inverter runs of the battery and can't power up without them
