I need a way to have stable 13V power to some electronics with a narrow acceptable power band.

Voltage from my batteries sometimes exceed the voltage limits of the electronics. Limits are 11.7-14.5V. I would like to somehow take my ALPS 130W 12V panel and upvert it to 24V, then use a DC-DC converter and go back down with regulated power somewhere in the above stated range. I have two 100ah AGM 12V batteries available for each installation. I am not sure how to accomplish this with the equipment available. I assume I would need a 12V charge controller (currently using genasun GV10 mppt) Maybe not, not sure how to proceed.

There are three basic switching type power supplies:

Boost: Takes a lower voltage and increases it
Buck: Takes a higher voltage and drops it
Buck-Boost: Can take a higher or lower input voltage and regulate to needed voltage

Switching power supplies do have noise on the output--Depending on your loads, this switching noise may or may not be an issue.

So, I could use the existing power config of 12V and one of these buck-boost transformers to increase the voltage to what I need? What if the incoming voltage gets below my minimum of 11.7V? While this is not likely, it has been known to happen. BTW, I am not an electrician.
