How can a 24v win-gen help charge a 48v battery bank?

There is a possibility I can get a 700 watt win-gen that charges at either 12v or 24v, but the system I plan is using an 800 watts of PV panels and a 1500 watt Aims SWInverter is 48 volts...

Is there any way to use a 24v win-gen to aid in charging a 48v battery bank?

the factory may have jumper settings. There are not many 48v wind machines - I've got half an eye looking for one, but nothing i've liked yet.

No practical way, no. There are boost converters available, but they are very expensive and hard to find one that will work with the choppy output of a wind turbine.
