This is a great publication from Boston College Law School.
In short there are adjudications, that should be enforced policy, but have not been enforced policies. Explains how many of the 43 states in NEM are in the dark and confused with adjudication practices.
Like I've said before, California Public Utility Commission is working with FERC, the majority of Electric Rule submittals and adjudications to FERC come from the CPUC, I just don't believe FERC can structure a sound proactive law, and don't want to because the utility providers are in the pocket of FERC "lobby money".
