I lot of time it is all in the wording.

I would not file the building permit as a car port. Try to get creative and call it a PV panel support structure.

I made an extra bedroom in my house. It was previously a small family room with a window that was 6 inches below what was allowed for a bedroom. The county permit person that reviewed the plans and advised me to call it a den instead of a bedroom. If I called it a bedroom I would have to raise the window and increase the size of my septic tank and drainfield system. So it became a den.
